We start by interrogating the target rather than accepting it, then work backwards to a run rate. The plan lives in one place the organisers can see. We run it week by week and report against it.

Event logistics, production and venue management are a separate job from the comms. We work alongside whoever is running those, and can suggest people if you still need them.
